The carrier a rule is stated for, as a tag. A rule admits(On<C>, key, divisor_is_constant) says that the operator key is in the signature of C: a symbol one of the carrier's certified varieties has. It is declared in this namespace beside the certificate and found by ADL, so it is in force where that module is imported: the comparisons beside the partial orders (order:poset), // and % beside IsDividableChain (order:completeness), a field's / beside IsField (algebra:field); + - * and == != here, whose certificates are category's. Without a rule an operator is not in the signature.
