Taxonomic Decorator: certifies that an operation reaches out-of-range values via a saturating escalation (e.g.\ \(\pm \aleph_0\)) rather than wrapping or being undefined.
The one-op sibling of IsAbsorptive. Where absorption names the law that one operation collapses pairs through another (a lattice fact), saturation names the law that an operation escalates to a fixed sentinel on out-of-range inputs (an extended-range fact). Both feed category:total's IsTotal pragmatic certificate via their underlying trait variables; IsTotal in :total reaches for the trait variable is_saturating_v directly so the upstream layer does not depend on this partition's concept-level surface.
Introduced under #377 for sets::SignedCardinality.
