Detailed Description

The closure-only tier of an (A, F) algebra: each Op closes on T, without the value-semantics requirement.

Factored out of IsAlgebra so that set-indexed callers can compose it with IsLSet (which roots std::semiregular on the carrier, since Trsk = Jlt ∩ Set) instead of pinning a value constraint a second time. Standalone type-level callers keep IsAlgebra, which adds the std::semiregular clause.
